Eight Republican solid "no" votes on CAFTA waited to vote for more than 40 minutes, and as a result, were worked over. Robin Hayes (again!) switched his vote from "no" to "yes." Then the eight votes started going up on the board: Steve LaTourette and Mike Fitzpatrick voted wrong. Charles Taylor and JoAnn Davis elected to skip the vote. That left the door open for Jindal, Boustany, Simmons, Capito to all vote right--but only after it was clear CAFTA would pass.
